An individual would not need to be involved with the PLAN to be approved for a grant.  Their charitable trust is for anyone in the state of Connecticut who is disabled.

This foundation, established in 2011 to further the late Paralympic athlete’s dream of changing the lives of individuals with physical disabilities, is accepting applications for its scholarship program as of January 2014.
